Tender: Framework for Residential and Nursing Care Home Services for Adults Aged 65+ – Staffordshire (Commencement 15 Feb 2027)
Released 2 months ago
About
The Council is seeking service providers to join a re-opened framework for residential and nursing care home services for adults aged 65 and over who have been assessed under the Care Act 2014 and Mental Health Act 1983; the original framework commenced 1 September 2026 and this procurement invites new providers to join with a Commencement Date of 15 February 2027 (providers already awarded under IA3668 with 1 September 2026 commencement do not need to re-submit). The framework covers placements primarily for people ordinarily resident in Staffordshire (excluding Stoke-on-Trent), with placements made by assessed need and usually within a reasonable distance, typically up to 20 miles, in line with the Council’s Choice Policy; exceptions apply where a resident chooses a home outside that radius or no suitable local placement exists. Providers must be CQC-registered to deliver residential and/or nursing care for people aged 65+, hold any additional care-category registrations needed to meet primary and secondary needs and reflect these in their statement of purpose. The framework includes Lot 1 Residential for Older People, Lot 2 Residential for Older People with Dementia, Lot 6 Nursing for Older People, and Lot 7 Nursing for Older People with Dementia; a resident’s primary need determines the Lot, and providers must be able to respond to changing needs or facilitate smooth transfers. Providers must accept long stays (permanent residence), temporary stays (limited period or further assessment, unlikely to exceed 52 weeks) and respite stays (planned or unplanned, usually up to 8 weeks, with unplanned respite required within 24 hours for carer crisis). The Choice Policy also requires placements that meet eligible needs within a reasonable distance and uses the most cost-effective placement that meets those needs to determine the Indicative Personal Budget. The Council has developed the procurement with regard to the Procurement Act 2023 objectives of delivering value for money, maximising public benefit, sharing information, integrity and reducing barriers faced by SMEs.
