Cumberland Council is seeking providers for a Framework to deliver older adults residential and nursing care services across Cumberland that support independence, health and wellbeing, safety, dignity, privacy and choice in line with Care Act guidance and Service User Focused Outcomes. The open Framework has an initial 4-year term with four optional 12-month extensions (up to a possible 8-year term); the estimated value for the initial 4 years is £210m excluding VAT and the total including all extensions is estimated up to £600m excluding VAT. The Framework will allow new providers to submit bids at any time during the initial period and extensions, and may also allow NHS North East and North Cumbria Integrated Care Board to purchase services subject to a separate access agreement. The Council expects high standards, reserves the right to reject providers with a CQC rating below 'Good' (though may consider cases at its discretion), requires delivery of Social Value and payment of the Real Living Wage (reviewed annually), and may request supplementary information through its Quality Improvement Process. Providers can request a tender pack from [email protected] and submit completed tenders by email to [email protected] or by post to FAO People Procurement, Business Transformation & Change, Cumberland Council, Cumbria House, 107-117 Botchergate, Carlisle, CA1 1RD; the Council aims to evaluate and respond within one month of submission and may close the Framework to new applications if warranted.
