Tender: Residential and Nursing Care Home Services for Adults – Framework Agreement (up to 10 years)
Released about 2 months ago
About
The Council is seeking providers for a Framework Agreement to supply residential and/or nursing care home services for adults with primary support needs including learning disabilities, autism, mental health needs, physical disabilities, brain injuries and sensory impairments. Services may include standard placements, short breaks, emergency placements, forensic provision and exceptional and highly specialist care arrangements. The Framework is primarily for adults but may be used for young people aged 16 or 17 where the home meets all applicable registration, policy and regulatory requirements, including those of the Care Quality Commission and/or Ofsted. For people aged 65 and over the Council will ordinarily commission residential provision through separate contracts and will only use this Framework for older adults in exceptional circumstances. The Framework term is an initial 6 years with the option to extend for two further periods of 24 months (6+2+2), giving a maximum potential duration of 10 years. The estimated annual contract value is £99,500,000, equating to a maximum potential value of approximately £995,000,000 over 10 years; contract values are inclusive of VAT. The Council may advertise one or more future opportunities to admit additional providers to the Framework at its discretion; no dates have been set and any future opportunities will be separately advertised. This Framework is not an Open Framework within the meaning of the Procurement Act 2023.
This could be ideal for established care home providers experienced in supporting adults with learning disabilities, autism, mental health needs, physical disabilities, brain injuries and sensory impairments, and those able to provide short breaks, emergency and forensic placements. Key considerations include meeting all required registrations and regulatory requirements (including CQC and/or Ofsted where relevant), readiness for a long-term contractual commitment with substantial aggregate value, the Council’s usual preference to use alternative contracts for older adults aged 65+, and the fact that any additional provider admission opportunities will be at the Council’s discretion with no dates set.
