Tender: Dynamic Purchasing Vehicle for Home Care Services in Buckinghamshire
Released over 3 years ago
About
Buckinghamshire Council is seeking suppliers for a Dynamic Purchasing Vehicle (DPV) to provide home care services across Buckinghamshire. The procurement is being conducted under the Light Touch Regime of the Public Contracts Regulations 2015, and suppliers will deliver services for adults aged 18+ who are assessed as eligible under The Care Act (2014) or The National Framework for NHS Continuing Healthcare and NHS Funded Nursing Care (2022), including support for individuals discharged via the Home First pathway while awaiting assessment. The Council commissions some home care packages on behalf of the Buckinghamshire, Oxfordshire and Berkshire West (BOB) Integrated Care Board; complex Continuing Healthcare packages are excluded and will be sourced separately by the ICB. The DPV replaces existing block and spot contracts and will be the primary sourcing route from around April 2024, operating initially for three years with options to extend (up to two years, then up to one further year). The DPV is split into two lots—Lot 1: Standard Home Care and Lot 2: Complex/Bespoke Home Care—and the Council cannot guarantee demand or volumes. Suppliers must complete a Selection Questionnaire (SQ); those meeting the SQ requirements will be appointed to the Lot(s) they apply for, with no limit on the number of suppliers per Lot, and successful suppliers will then be invited to Stage 2 mini-competitions for individual packages (Lot 1 will be streamlined by geographical location). The initial tender round is complete and the DPV is in mobilisation ahead of launch in April 2024; the Council will notify suppliers one month in advance when it intends to re-open and evaluate new bids.
