Hertfordshire County Council is seeking suppliers for a Dynamic Purchasing System (DPS) to provide registered local bus services, contracted education bus/coach or PCV minibus services (including home-to-school transport) and demand-responsive transport. This DPS does not cover taxi services and is being established under Regulation 34 of the Public Contracts Regulations 2015; it is set to commence on 1 December 2022 and expire on 30 November 2027 unless extended by the Council. Suppliers must complete the Council’s Supplier Questionnaire and meet pre-determined selection criteria to be admitted to the DPS; individual orders during the DPS will be awarded via competition and suppliers must sign the DPS Agreement electronically via DocuSign before being invited to competitions. For home-to-school transport, drivers and passenger assistants must undergo an Enhanced-level DBS with barred list check arranged through the Council’s umbrella body, and the Integrated Transport Unit manages transport on behalf of Children’s Services and Adult Care Services. Demand-responsive transport is defined as shared transport that alters journeys based on demand without fixed routes or timetables, with pick-ups and drop-offs according to passenger needs.

This could be ideal for operators of registered local bus services, contracted school coach or PCV minibus providers and demand-responsive transport specialists. Key considerations include the mandatory Enhanced-level DBS with barred list checks for home-to-school staff (to be arranged through the Council’s umbrella body), the need to satisfy pre-determined selection criteria and sign the DPS Agreement electronically, and that individual contracts will be awarded via competition under Regulation 34; the DPS term is 1 Dec 2022 to 30 Nov 2027 unless extended.
