The Council of the London Borough of Redbridge is seeking providers for a Dynamic Purchasing Vehicle (DPV) to deliver residential and nursing care services for older people in the borough from 5 August 2024 to 4 August 2034. The Authority intends to appoint multiple providers able to deliver good quality, safe, manageable and comfortable care tailored to service users, including residential standard and enhanced care, nursing, Continuing Health Care, respite care, end of life care and support for people with advanced dementia and complex needs. Tenderers must complete a Selection Questionnaire covering economic and financial standing, technical capability and grounds for exclusion; organisations with annual turnover of £25,000 or less must provide a cashflow forecast and a bank letter, while those above £25,000 will be assessed as set out in Appendix 3: SQ Explanatory Document. Appointment to the DPV will be based on the most economically advantageous tenders with evaluation weighted Quality 60% and Price 40%. The Authority does not guarantee any minimum level of income or call-off contracts, may use alternative sources where best value is shown, may re-open the DPV under the Public Contracts Regulations 2015 (Regulations 74–76), and call-off contracts awarded before the DPV end may continue beyond it with providers bound by DPV terms until expiry or termination.
