Buckinghamshire County Council is seeking suppliers for a Dynamic Purchasing System (DPS) to provide transport services for children and vulnerable adults, covering home-to-school, special educational needs and disabilities (SEND), pupil referral units, post-16 college, short-term care and adult and child social care transport. The DPS is divided into six vehicle-based Lots (4–8 seat, 9–16 seat, wheelchair accessible, specialist transport such as ambulance and secure transport, emergency transport with call-off within one hour, and PSV passenger services for home-to-school) and will be used for both long and short term contracts alongside other procurement methods. The Council is running the procurement under the restricted procedure and requires suppliers to complete a Selection Questionnaire and submit documentary evidence; the Council may take up to six weeks to evaluate initial requests to participate to carry out due diligence. Appointment to the DPS does not guarantee work, the Council cannot forecast demand, and calls for competition will invite all suppliers in the relevant Lot to tender, with contracts awarded on the most economically advantageous tender based on price and quality as set out in the Instructions to Tender. The DPS is intended to operate for five years commencing on or around 1 September 2019, with a Council option to extend for up to a further two years.
