Wiltshire Council awarded a contract to The Advocacy People (trading as SEAP) for statutory advocacy services.

The contract covers advocacy for children in care, care leavers, children and young people with special educational needs, young carers, and those making complaints under the Children Act 1989 (sections 24D and 26).

It also includes Care Act Advocacy to support individuals who would otherwise face substantial difficulty in being involved in assessment, care and support planning, review, and safeguarding processes, and who have no appropriate person to represent their wishes.

Additionally, the contract provides Independent Mental Capacity Advocacy (IMCA) under the Mental Capacity Act 2005, evaluating Deprivation of Liberty (DOLS) considerations and supporting those lacking mental capacity in best interests decision-making.

Paid Representatives under the Deprivation of Liberty Safeguards are included, with Wiltshire Council appointing paid officers to represent individuals deprived of their liberty when no eligible person is available.

Independent Mental Health Advocacy (IMHA) services under the Mental Health Act 1983 are also part of the contract, transferred to the Council on 1st April 2013, for people detained under the Act (excluding short-term emergency sections).
