Wigan Council is seeking suppliers to establish a Day Opportunities Quality Framework to deliver high-quality, person-centred support for adults with care and support needs across the Borough. The Council will work collaboratively with individuals, communities and partner organisations to build on individual strengths, aspirations and potential, promoting independence, choice and control and supporting full participation in local communities. The provision should reduce barriers from disability, ill health and social isolation and, through strengths-based and outcome-focused support, help adults develop confidence, independence and life skills and create pathways into volunteering, education, training and employment. Providers must deliver flexible, responsive services for a diverse range of adults, including full-day, half-day and bespoke sessions; specialist and mainstream community settings; outreach and neighbourhood-based support; combinations of building- and community-based provision; and appropriate use of digital tools, virtual support, assistive technology and technology-enabled care. The Framework is divided into three Lots: Confidence and Community Connections; Enablement Support and Living Well; and Specialist Ongoing Care and Support. Services should enable meaningful activities, promote independence and social connections, support access to education and employment opportunities, reduce social isolation, provide safe and inclusive care and give unpaid carers planned and valuable breaks.
