Portsmouth City Council is seeking suppliers for learning disability (LD) day services and opportunities based predominantly in the Portsmouth area under an open framework agreement running from 1 November 2024 to 31 October 2032. The council currently spends approximately £6,100,000 per annum on LD day services supporting 305 residents, and the framework is estimated at £6.1m per annum (£48.8m over the eight-year term), with actual spend potentially varying. Services will enable people with learning disabilities to learn new skills, take part in meaningful, outcomes-focused activities, build relationships, and improve health and wellbeing outside the home while providing families and carers with time to undertake work or other essential tasks. The provision targets four key outcome areas—Health, Independence, Community and Employment—and the council is open to Small and Medium Enterprises, micro providers (including those supporting 1–2 clients) and larger regional or national providers; providers may apply to join or add services at any time, with applications assessed twice yearly in April and October, and there is no limit to the number of providers though the council may close the framework to new entrants with three months' notice.

This opportunity could be ideal for SMEs and micro providers as well as larger regional and national social care providers seeking to deliver community-based, outcomes-focused LD day services. Key considerations include demonstrating capacity to deliver measurable outcomes across Health, Independence, Community and Employment, planning around twice-yearly entry assessments, and the council's right to close new entries with three months' notice.
