The London Violence Reduction Unit (VRU) is seeking an expert partner to support a new youth digital safety programme that strengthens research, policy, safeguarding and frontline practice across London. The appointed provider(s) will deliver specialist support across policy, research and evidence (Lot 1) and programme development and learning (Lot 2), helping translate insight into practical improvements for children and young people aged 11–25 and for multi-agency systems. The commission runs for an intended 36 months from October 2026 (initial 24 months with an option to extend by 12 months), with fixed budgets of £110,600 for Lot 1 and £205,400 for Lot 2 and optional draw-downs up to £82,000 and £152,000 respectively, giving a maximum potential contract value of up to £550,000 excluding VAT. Bidders may apply for one or both lots and the VRU welcomes collaborative delivery models; the work will address evolving online harms including peer conflict, exploitation, misogyny, technology-enabled abuse and harms that may escalate offline violence, with attention to diversity of age, gender, race, sexuality, disability, neurodivergence and socio-economic vulnerability.
