The London Violence Reduction Unit (VRU) is seeking a provider to deliver a pan-London Tertiary Service offering intensive, relationship-based one-to-one support for young people aged 11–25 who are experiencing the highest levels of harm, vulnerability, violence and exploitation. The service will provide tailored, needs-led interventions that respond to immediate safeguarding concerns and underlying drivers of harm, coordinate access to specialist services such as housing, education, mental health and employment support, and work collaboratively with statutory, voluntary and community partners within a consistent pan-London framework while ensuring strong local integration. Practitioners must deliver trauma-informed, culturally competent and gender-responsive support, embed lived experience and reflective practice, strengthen multi-agency information sharing and local safeguarding responses, and share effective practice and learning across borough boundaries. The commission follows the VESS programme (launched June 2024) whose contract management transferred to the VRU in October 2025 and is due to expire in June 2027, prompting the commissioning of this new Tertiary Service.
