Tender: London Underground Rolling Stock Disposal Framework – Removal, Decommissioning and Recycling of Piccadilly 73TS, Bakerloo 72TS and Heavy Haulage Vehicles
Released 11 months ago
About
London Underground is seeking a supplier for removal, decommissioning and disposal services for ageing rolling stock assets, delivered via rail and/or road transport to an off‑site supplier location where cars will be decoupled, hazardous materials contained and disposed of, recyclable materials removed, weighed and issued for recycling or re‑use, and remaining material scrapped. The framework pipeline includes Piccadilly Line 73TS rolling stock (circa £7m), Bakerloo Line 72TS rolling stock (circa £3m) and Heavy Haulage Vehicles (circa £1m), with an estimated total framework value of approximately £11m; Bakerloo and HHV disposals are subject to future funding approvals. The PLU fleet removal is due to commence for scrapping in early summer 2026 and conclude in late 2027. The bespoke framework comprises two lots by haulage method (Road and Rail), with up to three suppliers per lot, an initial term of eight years with an option to extend for four further years (maximum 12 years), and mini‑competitions (batched call‑offs, price‑only evaluation) expected to include no more than five trains per batch; LUL will specify collection dates, locations and required transport mode and the framework reserves the right for Direct Award. A scrap value rebate will be returned to LUL as a separate incoming transaction to align with HMRC guidance. Interested suppliers must be registered on RISQS and respond to the Expression of Interest on RISQS prior to 23 October 2025; enquiries may be sent to [email protected] quoting “Rolling Stock Disposal Framework”.
