Transport for Greater Manchester (TfGM) is seeking a supplier for a new fleet of high-floor light rail rolling stock to support renewal and future development of the Metrolink network. TfGM is preparing to procure a manufacturing partner to design, manufacture, test, commission and support the introduction into service of new tram vehicles for tram and tram-train operation, including associated technical documentation, training, spares and whole-life support. Metrolink is the UK’s largest light rail network, operating 147 trams across over 100 kilometres of track and overhead line, 99 stops, 2 depots and seeing over 46.6 million passenger journeys per annum (March 2026). This notice is a voluntary Preliminary Market Engagement separate from any subsequent procurement; interested suppliers with appropriate high-floor tram manufacturing capability should register interest via the Pro Contract messaging function to receive and return a PME questionnaire. TfGM may invite selected organisations (intending to bid, not supply chain or bidder support organisations) to up to six individual workshops to help shape future arrangements. The questionnaire will confirm the required response date.
