Kent County Council is seeking Care Quality Commission (CQC) registered homecare service providers to deliver safe, high-quality, personalised and flexible care and support to children and adults across the geographical boundary of Kent, including adults who may require homecare services while residing in prison settings. The Council is establishing the Kent Homecare Open Framework Scheme and invites tenderers to apply for admittance to the First Kent Homecare Open Framework; successful providers must meet the requirements set out in the Invitation to Tender, including CQC registration and the specified Registered Office location. The procurement is divided into Lot 1 – Homecare for Adults (with Lot 1 Additional Services for care and support in the prison setting) and Lot 2 – Community Support Services for Children. The scheme will be run as an open framework (multiple providers may be admitted to each lot, with potential successive framework re-openings at years 2, 4 and 6) and is procured under the light-touch regime of the Procurement Act 2023. Existing homecare packages for adults and children are excluded from this procurement. The Council estimates the full 8-year Kent Homecare Open Framework Scheme value at £688m (inclusive of VAT) and the estimated value of this First Kent Homecare Open Framework at £172m (inclusive of VAT), but these figures are indicative, not guaranteed, and the Council does not commit to spend or to the framework running for the full 8 years.
