Tender: Development Partner for 100% Affordable Rental Housing — Wallasey Town Hall Annexe Sites, Wallasey (Wirral)
Released 11 months ago
About
Wirral Borough Council is seeking a developer to deliver 100% affordable rented housing on the former North and South Annexe sites fronting Brighton Street either side of Wallasey Town Hall, guided by the recently adopted Wallasey Town Hall Quarter Masterplan and the Council’s Local Plan. The Council requires delivery that responds to local housing need — including a borough-wide priority for rented affordable housing and significant housing waiting list pressure — and has set minimum requirements of 100% affordable housing for rent (preferably social rent) and at least 75 units; indicative Masterplan sketches show potential apartment massing up to four storeys and around c.80 units across both sites. The notice states an estimated gross development value range of approximately £15,000,000 (ex VAT) / £18,000,000 (inc VAT) to £20,000,000 (ex VAT) / £24,000,000 (inc VAT). The Council has secured around £1.7m of funding intended to assist delivery to be provided under a Grant Funding Agreement with conditions, including a current conditional contract date of 31 December 2025 and an unconditional date of 31 March 2027 (which the Council may seek to extend), and a practical completion longstop around March 2031. This procurement is being run as a concession development agreement via the competitive flexible procedure under the Procurement Act 2023.
This opportunity could suit developers experienced in delivering affordable rented housing on brownfield town-centre sites and managing grant-funded schemes. Key considerations include the strict minimum requirements (100% affordable rent and ≥75 units), the funding conditions and firm dates in the Grant Funding Agreement (31/12/2025 conditional; 31/03/2027 unconditional) which may be extended or withdrawn, the constrained indicative massing and apartment focus, and that estimated returns depend on market and developer performance.
