Tender: Construction of 39 Mixed-Tenure Homes – Stoke Road, Henlade (Phase 1)
Released about 2 hours ago
About
Construction contractor needed to deliver 39 mixed‑tenure homes on a greenfield site off Stoke Road, Henlade TA3 5FF, south of Henlade Close (Phase 1) to extend the existing 26‑home development. The scheme comprises 4 x 1Bed/2Person flats; 2 x 2Bed/3Person bungalows (Part M4(3) compliant); 4 x 2Bed/4Person bungalows; 9 x 2Bed/4Person houses; 19 x 3Bed/5Person houses; and 1 x 4Bed/6Person house. The site is generally level with a slight rise in the centre, bordered by a residential mobile home site to the west and linear development to the east, with a bus stop immediately adjacent; it lies in Flood Zone 1 with only a very small area affected by surface water. The scheme is currently tenure‑blind but likely to be social rented or a mix of rented and shared ownership; Liquidated and Ascertained Damages (LADs) will be advised before tender close. Planning is expected to go to committee in December 2026; the authority is tendering ahead of consent to allow contract entry by mid‑March 2027, but planning approval is not guaranteed and tendering costs will not be reimbursed if the application is rejected. The s106 agreement is outstanding so tenderers must include a £100,000 provisional sum for site‑based works to be delivered by the contractor; the employer will pay monetary contributions while the contractor is responsible for discharging all planning conditions including pre‑commencement conditions. Henlade Close remains unadopted (built to adoptable standards) and any necessary adoption works will be additional to the main contract with a required £50,000 provisional sum. Tenderers must confirm capacity to start works by mid‑March 2027, provide proposed design and construction periods, identify any contract clauses they wish to discuss, and note that bids may be excluded if timings are considered too short. The appointed contractor will act as Principal Designer (Pre‑Construction Information Plan in Appendix 'Z A') and must meet the 'Silver' Energy Hierarchy under clause 2.58, achieve a minimum SAP rating of 86.5 and a target EPC rating of 'A', and deliver a Pre‑Manufactured Value of 55, with confirmation of capability required in the tender return.
