Eastleigh Borough Council is seeking a main contractor to design and build 192 new mixed‑tenure homes at Kings Copse Avenue in Botley, Eastleigh, Hampshire, with full development consent secured in 2026. The single‑phase development includes all associated infrastructure, soft and hard landscaping and open spaces and is to be delivered under a JCT Design and Build Contract 2024, with a programme targeting a site start in Q3 2027, first plot completions in early 2028 and final completion in late 2030. The procurement follows the Procurement Act 2023 competitive flexible procedure and is split into a PSQ stage (PSQ return deadline 11/11/2026; clarifications close 06/11/2026), an ITT stage (pricing, development-specific technical submission and interviews) and an optional BAFO stage; the Authority intends to invite a minimum of the four highest scoring suppliers from the PSQ to the ITT and will award the contract as one lot. Further project details are provided in the Project Brief included with the tender documents, and a dedicated project delivery team will support delivery while the Authority pursues an 'infrastructure first' approach to de-risk the scheme ahead of contractor appointment.
