Tender: Delivery of Early Help and District Leads Service across Birmingham – Birmingham Children's Trust
Released 16 days ago
About
Birmingham Children's Trust Community Interest Company is seeking one or more organisations to deliver the Early Help and District Leads service across Birmingham. The contract will deliver accessible, timely, strengths-based support to children and families working alongside Trust colleagues, Family Hub networks, statutory partners, schools and the voluntary, community, faith and social enterprise (VCFSE) sector, placing children, families, collaboration and co-design at the centre of delivery while maintaining clear accountability and consistent citywide outcomes. Providers are expected to work effectively with grassroots and established partners, identify and develop local community assets and routes to support, offer community-based access arrangements beyond strict district boundaries, demonstrate how local responsiveness will combine with shared standards and partnership governance, and evidence outcomes, learning and continuous improvement. The contract is intended to start on 1 April 2027 for an initial three-year period with an option to extend for up to a further two years, subject to performance, funding and contract terms. The Procurement will be run under the Procurement Act 2023 and the Procurement Regulations 2024 as a Light Touch Competitive Flexible Procedure in two stages: Stage 1 (Conditions of Participation and Initial Tender) requires submission of Appendix A (Participation Response), Appendix B (Safeguarding Questionnaire), Appendix C (Economic and Financial Standing) and Document 002 (Initial Tender Response) and will be evaluated against published Stage 1 criteria with weighted scores (proposed delivery model 30%, geographical coverage and local capability 20%, governance/collaboration/accountability 15%, capability/workforce/mobilisation 15%, financial sustainability 15%, key risks 5%); Stage 1 scores determine progression to Stage 2 but do not contribute to final award scoring. Participants progressing will receive Final Tender documents including Document 003 and the Final Financial Schedule.
