Herefordshire Council is seeking a single provider to deliver a countywide Community Family Help Service for children, young people and families with multiple and/or complex needs who require Family Help support. The service will provide targeted, relationship-based, whole-family interventions to promote resilience, improve outcomes for children and help prevent escalation into statutory services; act as a key delivery partner within Herefordshire's Family Help model by supplying Family Help Lead Practitioners, coordinating multi-agency support, carrying out Family Help assessments and plans, working with statutory, community and voluntary organisations, and delivering partnership training to strengthen local practice. The provider must support a minimum of 150 Family Help referrals and 30 Reducing Parental Conflict cases per annum, mobilise ahead of a service start on 1 April 2027 with contract commencement activity from 1 February 2027, and will be contracted for an initial three-year term with an option to extend by up to two years. The core contract value is up to £1,550,000 (ex VAT) over the full potential five-year term, with possible additional purchases up to £1,650,000 (ex VAT) subject to demand and governance (maximum potential value £3,200,000 ex VAT). Procurement is under the Procurement Act 2023 using the Open Procedure and subject to the Light Touch Regime. TUPE is expected to apply and bidders should request and consider TUPE information early when preparing their tenders.
