Nottingham City Council is seeking a single experienced provider to deliver a trauma-informed programme of one-to-one and outreach support for parents who have experienced the removal of a child through care proceedings. The service will include home and community outreach, coordination with relevant agencies to facilitate access to services, flexible and accessible appointments (including evenings and outreach), and relationship-based support for mothers, fathers, partners and, where safe and appropriate, non-resident parents. Support should be sustained over 12–18 months with varying intensity to stabilise parents, address complex unmet needs and trauma, improve wellbeing and resilience, reduce reliance on crisis services and prevent repeat care proceedings; it is not intended as a reunification service and parents subject to active reunification planning should be supported via statutory social care pathways. The contract is expected to start on 1 April 2027 for an initial 3 years with two possible 1-year extensions (maximum 5 years), must support a minimum of 25 families per contract year and aim to help at least 6 children per year remain safely with or return to families where consistent with statutory decisions. The total estimated contract value is £1.5m excluding VAT (maximum annual contract value £300,000); bids will be rejected if the Pricing Schedule is incomplete or if costs exceed the £300,000 annual maximum.
