About

Ministry of Justice awarded a contract to Amey Community Ltd for the extension of facilities management services for its estate, known as the Property Transformation Programme (PTP).

The contract, valued at £144,253,692, was modified under Regulation 72(9) PCR using a negotiated procedure without prior publication in accordance with Reg.

32(2)(b)(ii) PCR, on the basis that the services can only be supplied by Amey due to technical reasons.

The services are particularly complex as over 95% of the portfolio consists of 61 operational prisons, requiring a vetted workforce and supply chain, an understanding of prison operations, and the ability to respond to urgent and unforeseen matters.

The estate includes various buildings constructed over the past 150 years, with site capacities ranging from 100 to 2,000.

Maintaining service continuity and prison capacity is critical.

The extension runs to March 2026 to allow time for full consideration of the FM procurement strategy and any procurement process.
