Warrington Borough Council is seeking a Lead Alliance Partner to act as the prime contractor for the Financial Resilience Strand of its Crisis and Resilience services. The appointed LAP will hold the contract and retain full contractual responsibility and accountability for end-to-end delivery, performance, and compliance of the service, including any elements delivered by subcontractors or alliance partners. The LAP must ensure that it and all alliance partners demonstrate a strong understanding of local needs and maintain effective links with local communities, services, and referral pathways so support is responsive, culturally appropriate, and accessible to diverse populations. While delivery elements may be subcontracted, overall accountability for outcomes, quality standards, and compliance remains solely with the LAP and cannot be delegated.
