Trivallis is seeking a development partner to design and deliver a new mixed‑tenure housing development in Penrhys, investing in housebuilding and managing all stages from planning through to sales and after‑care, with social value requirements and resident engagement embedded in the project. Preliminary market engagement (Sell2Wales notice published 6 August 2025) and a briefing pack are available in the Portal; market feedback indicated capability and appetite to meet Trivallis’ minimum requirements. Phase one will deliver circa 120 new homes as part of a long‑term plan for around 800–900 homes across the site. The scheme adopts a tenure‑neutral approach with Trivallis funding and retaining the affordable housing units while the successful partner will fund and sell market housing. The estimated contract period runs from the week commencing 29 June 2026 to end of June 2036, with an estimated gross development value of £200,000,000 and an extension allowance of up to five years. Procurement will use the competitive flexible procedure under the Procurement Act 2023 (section 20(2)(b)) in three stages: Stage 1 (shortlist up to three via the Welsh procurement specific questionnaire), Stage 2 (initial proposals and dialogue including up to two sessions per bidder and a presentation to tenant representatives), and Stage 3 (invitation to submit final tenders via Etender Wales); contract award remains subject to Trivallis’ formal approvals and the Tender Document timetable.

This opportunity could suit experienced residential developers or regional/national housebuilders able to fund and sell market homes and work long‑term in partnership with a housing association. Key considerations include the long, phased delivery timetable (2026–2036 plus possible extensions), the tenure‑neutral model where Trivallis retains affordable units, mandatory social value and resident engagement requirements, and the multi‑stage competitive flexible procurement process requiring iterative dialogue and tenant presentations.
