Tender: The Council: Multi-Supplier Highways Services Framework for Maintenance, Improvement, Materials Supply and Plant Hire
Released about 1 month ago
About
The Council is seeking to establish a multi-supplier Highways Framework Agreement to deliver highway maintenance, improvement, construction, specialist services, materials supply, plant hire and associated activities across the highway network and related infrastructure. The Framework is divided into 11 lots covering Road Markings & High Friction Surfacing; Road Restraint Systems; Temporary Traffic Management; Traffic Signals; Multi-Disciplined works; Carriageway Maintenance; Carriageway and Footway Surface Treatments; Hire of Equipment (with/without Operators); Haulage with Driver; Supply of Asphalt; and Highways Resource Support. The Framework has an estimated core value of £71,550,000 million Ex VAT over its full term and may increase to a maximum of £107,325,000 million EX VAT if additional requirements arise as a result of Local Government Reorganisation (LGR). Procurement will proceed in two stages: Stage 1 PSQ assessing economic and financial standing and technical/professional ability with scored questions to shortlist up to four suppliers per lot, and Stage 2 where shortlisted suppliers submit final tenders including pricing, quality and social value methodologies. Call-off contracts may cover maintenance works, specialist highway services, traffic management, supply of materials, plant and equipment hire, haulage and resource support for small reactive works through larger planned maintenance and capital schemes; appointment to the Framework does not guarantee any minimum value or volume and call-offs may be by direct award or further competition under the Framework terms.
