Tender: TfL Detection & Enforcement Infrastructure Services — Operate and Maintain ANPR Outstations (c.4,400 cameras) for Road User Charging
Released 11 months ago
About
Transport for London (TfL) is seeking a single service provider to deliver Detection and Enforcement Infrastructure (D&EI) Services to operate and maintain the detection and enforcement infrastructure and technology that supplies evidential records for Road User Charging (RUC) schemes, including the Congestion Charge, Low Emission Zone, Ultra-Low Emission Zone, Tunnel User Charging (Silvertown and Blackwall Tunnels) and Direct Vision Standards. The contract covers management, support, maintenance and repair of Outstation systems — a network of approximately 4,400 ANPR cameras and associated mounting, cabinets, cabling and tunnel radar units — plus provision and installation of new cameras and Outstations, and a camera replacement programme. It also includes design, supply, build, installation, operation and ongoing support of an Instation System to process, validate and transfer vehicle records, centralised management and firmware/software updates, and potential additional services during the contract to support scheme changes, new charging methods, added detection functionality, data provision to approved third parties, separate power supplies for communications equipment and interoperability with other UK charging schemes. TfL will maintain a standalone OEM-level support contract for proprietary legacy Outstation elements and will assess participants for national security risks under the Procurement Act 2023; TfL also reserves the right to amend or cancel the procurement process.
This opportunity is likely most valuable to suppliers experienced in operating and maintaining large-scale ANPR camera networks and building/operating central Instation processing systems who can provide OEM-level legacy support and ongoing firmware/security updates. Key considerations include national security vetting under the Procurement Act 2023, obligations to support proprietary legacy assets, ongoing camera replacement and firmware management, and the potential for scope changes to support new charging methods and interoperability.
