Network Rail is seeking a supplier for a national framework to supply aggregates (including blended ballast), manage track excavated waste (hazardous and non-hazardous), and provide associated rail haulage services to and from Network Rail Aggregate Handling Depots (AHDs) across Great Britain. The procurement is split into two Lots, each comprising a group of AHD locations; tenderers may bid for one or both Lots and Network Rail intends to appoint one supplier per Lot, applying a tenderer’s stated Lot preference if the same bidder tops both Lots. The framework can also include future implementation of AHD operational services at designated locations, which will only commence if Network Rail elects to introduce them and their scope and charges will be agreed under the contract. Network Rail may amend Lot composition during procurement, including removing an AHD, with changes communicated via the procurement documents in accordance with the Procurement Act 2023. The estimated framework value represents the total potential value across all AHDs and the maximum framework term (including any extension and contractual headroom) and does not constitute a guaranteed spend, minimum volume commitment, or value payable to any individual supplier; post-award requirements will be allocated between the successful suppliers by Lot.
