Lowestoft Town Council is seeking a contractor to design and construct a modern, durable and accessible refurbishment of the existing male, female/accessible public toilets in Normanston Park. The appointed contractor will carry out full site assessment and feasibility, concept and detailed technical design, safe removal of existing toilet systems, supply of all materials, plant and labour, project management, construction and installation, health and safety and CDM compliance, quality assurance, testing and certification, site reinstatement and handover documentation with maintenance guidance. Design requirements include hygienic wall coverings, anti-slip floor tiling, new lighting, new water heater with thermostatic blending valves, extract systems, hand wash facilities with hand drying and soap dispensers, all new sanitary ware and cubicles, a fully DDA compliant accessible toilet, decoration throughout, replacement entrance door to gents, and removal of the existing link door with a new stud wall. Submissions must include concept visuals and drawings, materials and drainage specification, maintenance expectations, a full cost breakdown with optional extras and exclusions, design fees separated where applicable, and confirmation that prices remain valid for at least 12 months. The project is fully funded by Lowestoft Town Council with an anticipated installation window from September 2026 onwards; contractors will be given site access within the park but must keep park access routes clear during working hours and allow for a secure compound on existing hardstanding. Contractors should identify any planning or regulatory considerations, environmental impacts (noise, ecology, visual), compliance with relevant British Standards and safety guidance, and required insurances including Public Liability (minimum 5 million) and Professional Indemnity; site visits are encouraged.

This tender is best suited to contractors experienced in public toilet design-and-build projects who can deliver DDA-compliant, low-maintenance, high-usage finishes and manage CDM and planning/regulatory requirements. Key considerations include meeting the specified insurance minimums, demonstrating compliance with British Standards and environmental/visual impacts, accommodating site access constraints and the September 2026 installation window, and providing a clear, itemised price valid for 12 months.
