Minehead Town Council is seeking a contractor to convert the former storm shelter in Blenheim Gardens, Minehead into modern public convenience facilities and to refurbish a separate garden toilet building to provide a fully accessible toilet and associated storage. The works cover alteration, refurbishment and fit-out of two existing buildings within the Wellington Square Conservation Area, with the storm shelter converted to male and female toilets, baby changing and handwashing facilities and the separate building refurbished for a fully accessible toilet and independent storage. The scope includes demolition and alteration works, drainage and utility connections, plumbing and sanitary installations, electrical and ventilation systems, roofing replacement and repairs, internal finishes, accessibility improvements, external repairs, testing, commissioning and all associated works; the successful contractor must provide all labour, materials, plant, supervision and specialist subcontractors and deliver project management, utility liaison, Building Regulations compliance, testing, certification and handover. Materials, fixtures and finishes must be durable, low-maintenance and vandal-resistant and suitable for a coastal environment exposed to wind-driven rain and salt-laden air, and the completed facilities must be fully operational for public use no later than 1 March 2027. The Council reserves the right not to accept the lowest or any tender and to amend, suspend, abandon or recommence the procurement process.

This tender is suited to contractors with proven experience delivering public toilet conversions and accessible refurbishments in conservation areas and coastal settings. Key considerations include strict Building Regulations compliance, use of vandal-resistant, coastal-grade materials, preservation of architectural character within the conservation area, utility provider coordination and meeting the 1 March 2027 completion deadline.
