Nottingham City Council is seeking a supplier to establish a Framework and appoint one Framework Member to provide Staff and associated services for the Severe Weather Emergency Protocol, supplying uniformed staff and equipment to deliver a visible, static presence at shared sleeping Sites across the Nottingham City boundary during severe weather. Staff must be onsite within 48 hours of notification, with at least one member remaining in the room with service users at all times, and a contract manager/supervisor available to manage staff and key-holding; the Service is intended to provide safe, warm shelter for rough sleepers and signposting to other services (this is explicitly not a security or temporary/agency staffing contract). The procurement is below-threshold under the light touch special regime (Procurement Act 2023) using the Open Procedure, includes a reserve supplier arrangement, requires acceptance of Orders within two hours (Orders may be sent any day between 08:00 and 17:00), allows for contract modifications (capacity, location, hours, price), does not use Lots, and runs from 1 October 2026 to 30 September 2027 with possible extensions to 30 September 2028 and 30 September 2029.
