Cumberland Council is seeking a supplier to deliver the Cumbria Substance Use Treatment Service on behalf of both Cumberland Council and Westmorland and Furness Council. The contract starts on 1 October 2027 for an initial six-year period ending 30 September 2033, with two discretionary 24-month extension options that could extend the contract to 30 September 2037. The maximum total value over the full potential term is up to £56m excluding VAT (including up to £230,000 transformation funding), with a Year 1 maximum budget of £4,235,981 per annum excluding VAT; actual annual values are indicative and not guaranteed. The Service will provide structured, clinically-led interventions and recovery-oriented care across Cumbria through Recovery Hubs in Carlisle, West Cumbria, Barrow-in-Furness, Penrith and Kendal, supported by outreach and in-reach to improve access for rural and seldom-heard communities and working alongside the Engagement and Recovery Support Service and other partners. Tenderers must confirm they can deliver the service within the published Year 1 contract value as a mandatory pass/fail requirement; extensions, uplifts and transformation funding are not guaranteed and VAT treatment depends on the service's VAT status.
