Tender: Personalised Tutoring Framework for Children and Young People – Norfolk (Online One-to-One & In-Person Non-School Provision, from 1 June 2027)

About

Norfolk County Council is seeking providers to join a framework to deliver high-quality online and face-to-face personalised tuition for children and young people across Norfolk, providing education outside of or in addition to a school setting. The service will support children and young people with a range of educational, social, emotional, medical, some behavioural and special educational needs, setting out standards, expectations and responsibilities for providers to deliver safe, effective, outcome-focused provision aligned with statutory duties and Norfolk Area SEND, Alternative Provision Strategy and FLOURISH outcomes. The framework is split into two Lots: Lot 1 for one-to-one online tuition and Lot 2 for in-person tutoring across Norfolk in non-school settings, with the framework agreement due to commence on 1 June 2027.
