The Council is seeking an operator to run Pavilions in the Park, The Bridge Leisure Centre, Billingshurst Leisure Centre and Steyning Leisure Centre and to design and deliver a new Active Wellbeing Service combining facility‑based and neighbourhood‑based programmes to increase physical activity, improve health and wellbeing outcomes and support the Council’s strategic priorities. The contract covers Pavilions in the Park (flagship facility in Horsham Town with wet and dry facilities including a 70‑station gym, activity hall, multipurpose and spin studios, gymnastics hall, soft play, café, 8‑lane 25m competition pool with movable floor and spectator seating, leisure pool with flume, outdoor lido, teaching pool and health suite), The Bridge (modern dry‑side centre with a 70‑station gym, 6‑court sports hall, multipurpose and spin studios, clip n climb, outdoor MUGAs, athletics track and indoor training track plus meeting/community space), Billingshurst (4‑lane 25m pool and 38‑station fitness suite on a school site) and Steyning (dual‑use facility with a 4‑lane 25m pool with movable floor, 4‑court sports hall, 32‑station gym, two squash courts and studio; Steyning is subject to future redevelopment proposals expected to provide replacement dry‑side facilities during the contract). The Active Wellbeing Service is required to extend reach beyond core facilities through partnership working with communities and health partners, deliver targeted interventions to reduce inactivity and health inequalities, increase volunteering and concessionary membership use, secure external investment and produce a coordinated Active Wellbeing Delivery Plan. The contract commences 1 December 2027 for an initial 10 years with options to extend by up to two further five‑year periods (total possible duration 20 years).
