Birmingham City Council is seeking suppliers for the provision of recreational and leisure activities in selected parks, with bids accepted for one, multiple or all available parks during the advert period running from 1 March 2023 to 27 February 2027. This is a concession regulation process below thresholds with one supplier to be awarded per park; contracts will begin on signing and run for five years from the contract commencement date. Bidders must meet all costs to establish and run their operations (for example planning permission, building regulations, power and water), sub-licensing of awarded concessions is prohibited, and proposals for open air cinema, high ropes, mobile catering and static catering will not be considered through this process. The Council may make direct awards where only one viable bid is received for a park, and where multiple simultaneous bids are received for the same park they will be evaluated and the highest ranked supplier may be awarded. Suppliers must register with the Council's e-tendering system (in-tend) to access ITT documentation and can contact [email protected] for assistance.

This could be valuable for operators that run commercial recreational or leisure services suitable for park settings and can fund establishment costs; key considerations include the risk of late bids being precluded by earlier awards, the bidder responsibility for all setup and utility costs, the prohibition on sub-licensing, and the exclusion of open air cinema, high ropes and catering opportunities.
