Tender: Managed Corporate IT Support for Merging Gloucestershire and BNSSG Integrated Care Boards
Released about 2 months ago
About
Gloucestershire Integrated Care Board (ICB) and Bristol, North Somerset and South Gloucestershire (BNSSG) ICB are seeking a supplier for a unified, cloud-first managed corporate IT support service to support their merger into a single integrated body in April 2027. The new service must be cloud-first and secure by design in line with the Government Cloud First Policy and Technology Code of Practice, outcome-focused, provide a single point of operational accountability, operate under lean digital-team governance, be interoperable with nationally contracted NHS platforms (including NHS.net Connect, HSCN and NHS Secure Boundary Service) and local platforms (Gloucestershire ICS WAN, UHBW and Crown Datacentres in Corsham), and reflect the ICB's carbon neutral commitments through energy-efficient device choices and cloud infrastructure. In-scope service stacks include a service desk (08:00–18:00 Monday–Friday); onsite desktop support at both sites covering end-user support, moves/adds/changes, MFD, audio-visual and Teams Room management and routine physical tasks; end-user compute lifecycle management with a five-year target refresh cycle; Microsoft Teams Phone telephony; cloud-managed secure print; meeting room and AV support at two locations (15 meeting rooms at Shire Hall, Gloucester and 9 at the second location); asset tagging and lifecycle tracking; supplier-led management of third-party technology relationships, procurement and licence management; provision of technical evidence for annual DSPT submission (including patch records, asset inventory, access control logs and incident reports); project, change and architecture ownership; and digital signature capability. The initial 3-year contract maximum value is £1,920,000 inclusive of VAT, with two separate consecutive one-year extension options that can raise the maximum possible contract value to £2,700,000 inclusive of VAT over 5 years. The new contract will commence on 1 April 2027 with implementation starting in January 2026; the Commissioner considers TUPE does not apply and the Contracting Authority reserves the right to use the Direct Award procedure under the Procurement Act 2023 for subsequent extensions or similar contracts.
