The London Legacy Development Corporation (LLDC) is seeking a tenant to occupy and operate the four Park kiosks on Tessa Jowell Boulevard at Queen Elizabeth Olympic Park, with the additional opportunity to operate food and beverage pop-ups near the boulevard during London Stadium events with capacity above 25,000. Each kiosk must deliver a different main retail offering and submissions must specify brand, products and quality and explain how the offer will reflect the surrounding communities; tenderers must also demonstrate the ability to scale service up and down in response to regular event-driven footfall spikes. Applicants must propose an annual base rent (in £,000) paid quarterly in advance and a turnover share percentage, with at least 20% turnover share for Mobile Units on London Stadium event days; turnover share is payable quarterly in arrears. Tenants will be invoiced separately for Buildings Insurance (actual cost for 2025/26 was £330 per annum), and the base rent covers utilities, structure maintenance and base build electrics, with maintenance also covering pest control, water testing and annual servicing of extraction units where installed. The successful operator must ensure at least one kiosk is run by a local SME registered in Newham, Hackney, Tower Hamlets or Waltham Forest, and the lease will allow subcontracting to an SME. LLDC will allocate the kiosks to the successful respondent who may accept or reject the offer (LLDC may then offer to the next highest scoring respondent), and the successful respondent is expected to open the kiosks in March 2026.
