East Riding of Yorkshire Council is seeking a supplier for Independent Best Interest Assessors to carry out Deprivation of Liberty Safeguards (DoLS) assessments under the Mental Capacity Act 2005 for vulnerable adults across the East Riding of Yorkshire and occasionally out of county. Services will be appointed to a pseudo open Framework Agreement under the Light Touch Regime; the Framework is opened once every 12 months, submissions may be made at any time but are evaluated annually, and service providers appointed to the Framework remain on it without needing to resubmit. The third deadline for submissions is 12 noon on 1 September 2027, with evaluations for that opening completed during September 2027, providers notified before the start of the following month, and successful providers joining the Framework from the beginning of November 2027; the same annual procedure will continue during the lifetime of the Framework and new tenders will be advertised after each deadline until the penultimate year of the agreement.
