Tender: Heating, Electrical, Mechanical and Decarbonisation Works Framework for Domestic and Non‑Domestic Properties – 2026
Released about 2 months ago
About
The procuring authority is seeking suppliers for a single combined, multi-supplier Heating, Electrical, Mechanical and Decarbonisation Framework (not divided into lots) to deliver works and associated services to domestic and non-domestic properties and buildings, including occupied and void properties. The scope includes supply, installation, replacement, upgrading, servicing, statutory and safety inspection, testing, planned and responsive maintenance and repair of heating, electrical, mechanical, renewable, low‑carbon and associated energy systems, covering technologies and services such as gas and oil boilers, electric heaters, air-source and ground-source heat pumps, biomass boilers, CHP/micro-CHP, heat networks, solar photovoltaic and thermal systems with inverters, controls, metering and battery storage, electric vehicle charging infrastructure, ventilation with heat recovery, smart heating controls, rewiring, Electrical Installation Condition Reports and remedial works, consumer units and protection devices, domestic fire, smoke and carbon-monoxide detection, thermostatic mixing valves, legionella risk assessments, retrofit and energy assessments (including SAP10, EPCs and PAS 2035 site visits), project management, and 24-hour/365-366-day emergency and out-of-hours services where required. The framework may support individual property works, grouped schemes, planned programmes, responsive repairs, emergency works, grant-funded retrofit and decarbonisation programmes and larger programmes; suppliers must be able to deliver the overall range of works and services either directly or through their declared supply chain and the framework will remain flexible to respond to changes in legislation, technical standards, funding and technology during its term.
This opportunity is suited to suppliers with broad capability across heating, electrical, mechanical and decarbonisation technologies—including renewable installers, retrofit specialists and firms able to provide project management and 24/7 emergency response. Key considerations are the wide technical scope and diversity of systems, the need to support domestic and non-domestic properties and grant-funded programmes, the requirement to demonstrate capacity to deliver via a supply chain where necessary, and the need to remain flexible to changing legislation, standards and funding.
