A contracting authority is seeking a contractor to design, construct, complete, test and hand over Block C at 113–115 Dundrum Road, Newcastle. The contractor must deliver all design development, coordination, construction, services installation, siteworks, testing, commissioning and statutory approvals necessary to provide a completed residential facility fit for occupation and use, including associated external works, utilities, drainage and any required interfaces with the wider development; Blocks A and B are outside the scope of this contract. The Works must be carried out in full accordance with the Employer’s Requirements, the Specification, all statutory and regulatory obligations and the Contract Data, and must comply with the DfC Housing Association Guide, the Arbour Design Guide (and supplementary design standards), all statutory authority requirements and approvals and applicable codes, regulations and standards. This is a public contract under the UK directive procured via an Open/Competitive Flexible procedure with technical and financial envelopes (CPV: 45000000, 45210000).

This is likely most relevant to contractors experienced in residential design-and-build projects and familiar with DfC and Arbour design standards; key challenges include securing required statutory approvals, demonstrating compliance with the specified guides and codes, and managing interfaces with the wider development while preparing separate technical and financial submissions under an open competitive procedure.
