Derby City Council is seeking suppliers for an open framework to provide emergency nightly-paid accommodation for people who are homeless and owed duties under the Homeless Reduction Act 2017 or placed under a legislative power. The framework requires two lots: Lot 1 – Room Only emergency accommodation, and Lot 2 – Self-contained emergency accommodation, with detailed scope in TD2177 - ITT Part 3 Specification. The primary user will be Derby City Council, with provision for Erewash Borough Council to use the framework (spend from Erewash is unlikely to exceed £500,000 per annum). The initial framework period is three years, estimated to commence 1 April 2026 and expire 31 March 2029, with an option to extend by creating new successive frameworks for up to 60 months subject to satisfactory performance, funding and business needs. The Council may use the framework in a number of ways in accordance with the Light Touch Regime (Procurement Regulations 2024). Expressions of interest and documentation must be obtained via the e-tendering system by 11:30pm on 17/12/2025 and returns are due by 10:00am on Thursday 18/12/2025; documents are available at www.eastmidstenders.org (search TD2177).
