About

Cardiff Council is seeking a developer to finance, design and construct a new Youth Zone on a plot at Cowbridge Road East (Ely) in Cardiff. The site, currently occupied by housing and a partly demolished social club that the Council is acquiring and will remediate, is expected to accommodate a Youth Zone of approximately 1,650 m2; OnSide, a charity co-commissioning the project, is expected to be the tenant once the facility is delivered and will be a counterparty with input and control over delivery. The successful developer will not be required to supply fixtures, furniture or equipment; the Council has set a project budget (details in the ITP and ITPDN) and will make staged payments that are not subject to negotiation, and intends to grant a 125-year lease to a newly created OnSide charity entity on satisfactory completion. This procurement follows a competitive flexible procedure with negotiation, with up to three suppliers to be shortlisted from PSQ responses to proceed to dialogue, negotiation and tender stages.
