Tender: Birmingham Children's Trust DPS for Mentoring and Positive Activity Services for Young Offenders and At‑Risk Youth
Released about 1 year ago
About
Birmingham Children's Trust is seeking suppliers to establish a Dynamic Purchasing System (DPS) for the provision of mentoring and positive activity services for young offenders and those at risk of offending under the Public Contracts Regulations 2015 Light Touch Regime. The DPS covers a wide range of service categories including SEN specialist support (e.g., SEMH, ASC), gang specialist mentoring, preventing serious youth violence, anti-knife crime programmes, anger management, therapeutic interventions (PTSD, trauma-informed interventions, CBT, green space and art-based therapies), motivational and resilience workshops, positive diversionary activities, raising aspirations, routes into employment, supported work experience and workplace tasters, career sector training and accreditation, entrepreneurial initiatives, support for engagement into education, training and employment, life and developmental skills, addressing disproportionality, preventing violent extremism, victim support, restorative justice interventions and mentoring support for the Eastern European Romany cohort. The DPS has an initial term of 5 years commencing 6 December 2021 with an option to extend up to 3 additional years subject to performance and funding. Providers must complete a two-stage process: Stage 1 requires completion of Specific Questions (SQ) assessed on a pass/fail basis to establish capability, and Stage 2 covers call-offs by the Youth Offending Service via direct award or mini-competition; suppliers must register on the Trust's e-tendering system (in-tend) to express interest.
This opportunity is relevant to organisations that deliver mentoring, therapeutic and diversionary services for young people across the listed categories (including SEN, gang-related risk, violence prevention, education/employment support and restorative justice). Key considerations include complying with the Light Touch Regime and PCR 2015 requirements, passing the Stage 1 SQ assessment, registering on in-tend, and preparing to respond to call-offs through direct award or mini-competition; contract start date is 6 December 2021 and extensions depend on satisfactory performance and funding.
