Tender: Assessment of Biodiversity Net Gain and Nutrient Neutrality Delivery Roles for North York Moors and New Forest National Park Authorities
Released 27 days ago
About
North York Moors and New Forest National Park Authorities are seeking a supplier to assess opportunities and potential delivery roles related to Biodiversity Net Gain (BNG) and Nutrient Neutrality (NN). The commission requires an options appraisal of possible NPA roles and services—including regulator, responsible body for conservation covenants, advisor, broker, provider of ecology services including monitoring, habitat bank operator/supplier, and convenor/facilitator—reviewed against NPA governance, resourcing, local context, risks and conflicts of interest, and effects on environmental outcomes and social and health co‑benefits such as public access to green space. The supplier must also prepare an outline business case for the preferred option(s) covering commercial viability, potential to generate profit or unrestricted funds for the NPAs, operational effort, timelines, key dependencies, recommended governance and safeguards to manage regulatory, legal, financial and reputational risks, and a set of recommendations with an implementation roadmap including sequencing, dependencies and key decision points. The description notes that BNG has been mandatory for most developments since February 2024 and that NN is mandatory for housing developments in 27 catchments across England.
