Pembrokeshire County Council, on behalf of the South West Wales Corporate Joint Committee, is seeking a supplier for specialist consultancy services to determine the technical, environmental, regulatory, commercial and financial viability of delivering catchment-scale anaerobic digestion and nutrient recovery infrastructure, using the Cwm Gwyrdd Nantycaws pilot site in Carmarthenshire. The commission will assess how agricultural slurry and other organic wastes could be collected, processed and converted into renewable energy while improving slurry and nutrient management, supporting river restoration, reducing reliance on imported fertilisers, recovering nutrients for reuse or export, and exploring higher-value digestate products including potential biochar applications. The supplier will also develop an investment-ready Outline Business Case identifying preferred delivery, ownership and financing models, and, where additional funding is available, a replicable framework for application across priority Welsh catchments to support future investment decisions.
