City of Wolverhampton Council is seeking suppliers for an Alternative Provision Open Framework to deliver education for children and young people who are permanently excluded, subject to fixed-term exclusions, at risk of disengaging from education, or who require alternative provision to meet their education entitlement (for example those in an EHCP). The procurement covers Lots 1–4: Primary Registered Settings (Only), Primary phase inclusion and engagement, Secondary Registered Settings (Only), and Secondary phase inclusion and engagement. This is a Light Touch Regime (LTR) procurement under the Public Frameworks Regulations 2015 (Schedule 3) and is being run using a pseudo framework agreement based on CCS guidance, with the procedure set out in the ITT; only the parts of the Regulations identified in Chapter 3 Section 7 (paras 74–76) apply. The framework commenced on 1 September 2025 for an initial five-year term with the council option to extend up to a further two years, will operate on minimum acceptable performance measured via KPIs, and will be accessible to the City of Wolverhampton Council and schools and academies in Wolverhampton. Tender documents are available at https://www.wolverhamptontenders.com and the submission deadline is 12pm Friday 31st July 2026.
