Wrexham County Borough Council is seeking a supplier for an Additional Learning Needs (ALN) Partnership Service to provide independent advice, support, clear information and a formal disagreement resolution service for children, young people and parents across North Wales (Anglesey, Gwynedd, Conwy, Denbighshire, Flintshire and Wrexham), fulfilling statutory duties under Sections 332A/332B of the Education Act 1996, ALNET 2018 and the ALN Code for Wales 2021. The service must operate independently and impartially from the local authorities, be fully bilingual, focus on resolving problems and preventing escalation of disagreements, promote understanding of local authority duties to prioritise mainstream placements, be flexible and responsive to local changes, understand each authority’s context and processes, and have mechanisms to promote accessibility to children, young people, parents and schools. The contract is anticipated to commence in October 2026.
