Wiltshire Council is seeking suppliers to join the Good Lives Alliance (GLA 2023) to provide specialist services for people with learning disabilities and mental health needs, including Supported Living, Short-Term Transitional Services and Residential and Nursing Care, for individuals living within the boundaries of Wiltshire (not Swindon). The Alliance will be established via a pseudo Dynamic Purchasing System under the light-touch regime to allow flexible procurement; it will not be bound by the full procedural rules of PCR 2015 Regulation 34. Eligible service users are those determined following a Care Act 2014 assessment, NHS funding eligibility assessment and younger people in transition from the age of 16 following a Children & families Act assessment. Services may cover adults of working age and young adults (16–25) with mental health needs, learning disabilities (with or without dementia), autistic spectrum conditions, physical or sensory needs, social, emotional and behavioural needs, and speech, language and communication needs, and may include support in a family environment to ease transitions from children’s to adult services. The Alliance will remain open to new providers for a three-year period with an anticipated service commencement date of 4 September 2023, and may be extended over time to include further specialist categories such as Individual Service Funds and Specialist Day Opportunities.
