Manchester is seeking a supplier for a Youth Engagement Service to deliver targeted activity for young people who are NEET, at risk of becoming NEET, or not yet ready to access mainstream post-16 provision. The service will focus primarily on 16–18 year olds who are NEET or at risk of disengagement, provide earlier preventative support for some 15 year olds, and support eligible young people up to age 25 where related to SEND with an Education, Health and Care Plan or Manchester care leavers. The successful provider will help young people build confidence, readiness, skills and motivation, develop clear destination plans, provide high-quality information, advice and guidance, and deliver bespoke, structured progression and re-engagement activity — including employability development, mentoring and staged pathways — to move participants toward appropriate education, employment or training outcomes while complementing (not duplicating) the statutory NEET Prevention and Reduction Service (NPRS).
