Tender: Works in Default Framework Agreement – North West (M62 corridor) vegetation, clearance and verminous property remediation
Released 11 months ago
About
The Council is seeking suppliers for a Works in Default framework reserved for organisations based and operational for at least 12 months within the North West (M62 corridor) to minimise travel time and carbon footprint. The contract covers Works in Default carried out when authorised officers serve notices under legislation including the Environmental Protection Act 1990, Highways Act 1980, Prevention of Damage by Pests Act 1949, Public Health Acts (1936 and 1961), Building Act 1984 and the Anti-Social Behaviour, Crime and Policing Act 2014. Services are split into five lots: Lot 1 (simple cut back of overhanging vegetation, circa £100–£150), Lot 2 (small clearances and vegetation removal, circa £150–£750), Lot 3 (significant clearances and major vegetation works, may require Chapter 8 traffic management, circa £750–£2,000), Lot 4 (small internal clearances and cleansing of filthy and verminous premises, minor building works and simple drain remediation, circa 2,500–£5,000) and Lot 5 (significant internal clearances with large-scale contamination, major building works and complex drainage remediation, £5,000+). Suppliers must ensure staff behave appropriately as council representatives, follow safe systems of work and risk assessments, permit smoking and vaping only on breaks away from the work, and provide and correctly use PPE determined by their risk assessments and safety policies. Bidders may submit for one or more lots; up to five suppliers will be awarded places per lot and framework places are ranked after evaluation. The Council may move down rankings if the top-ranked supplier cannot meet timescales, may run mini-competitions for complex jobs, and a place on the framework does not guarantee work.
