Hertfordshire County Council is seeking a Registered Provider partner to develop, own and manage a new supported housing scheme on Council-owned land at Westbury, Letchworth as part of its five-year programme to increase the supply and quality of supported living for disabled adults and its Extra Care Housing Programme for older people. The Council prefers a Registered Provider able to bring development expertise, long-term ownership and housing management experience, with Homes England funding, Registered Provider investment and Council resources anticipated to support delivery; the successful partner will enter into a long-lease (virtual freehold) arrangement and a suite of agreements including Grant, Nominations, Development, Lease, Service Level and Heads of Terms. The Council is undertaking preparatory work and has set out indicative timelines including design and enabling works in 2025/26 (and 2026–27 in project notes), construction planned from 2026 onwards (with 2027/28–2028/29 cited as potential construction years) and phased completion/handovers between 2027 and 2030; outline planning is expected via North Hertfordshire District Council. Procurement will follow the Competitive Flexible Procedure under the Procurement Act 2023, requires a signed NDA to receive site-specific documents, and has a tender submission deadline of 12:00 noon on 4 November 2026.
